Davis Homelessness Alliance

is a public / private collaborative comprised of different Davis community sectors concerned about homelessness. Together the City, County, UC Davis (UCD), and Davis Joint Unified School District (DJUSD), businesses, non-profit organizations, faith-based organizations, and community members are working through the Alliance to achieve the five goals identified in the 3-Year Davis Community Homelessness Action Plan (see below).  The Alliance welcomes participation from the community at large in its Sub-Committees.

Background: In 2019, Davis Opportunity Village (DOVe for short) convened a series of facilitated meetings to craft an overall plan to address homelessness in Davis City of Davis support. Such an action plan aimed to address the breadth and many faces of homelessness and create a community solution through broad engagement.  DOVe is a Non-Profit with a mission to advocate for innovative housing and services and to catalyze building of housing for those with lived experience of homelessness

The resulting 3-Year Davis Community Homelessness Action Plan was crafted by 75 attendees from Davis over two evening sessions. The Plan consists of five goals and multiple strategies and activities to reduce homelessness in Davis. At City Council direction, City staff and consultants provided technical assistance to the DOVe Summit.

The five identified goals in the 3-year Strategic Action Plan listed below spell the acronym HOME$: 

H—Increase permanent housing for vulnerable unhoused persons

O—Increase outreach and connection to housing and services

M—Initiate a public relations/media campaign

E—Develop emergency shelter options

$—Bring in additional private and public funding streams 

Since we began, we have accomplished considerable:

  1. advocating for City Council programs with those experiencing homelessness:

    • support for the Respite Center and its extension,

    • support for Paul's Place entitlements,

    • support for affordable housing and a family program of bridge housing for Pacifico

  2. ​educating the community about the 2021-2029 Housing Element for Davis

  3. creating a non-congregate apartment-based Davis Emergency Shelter Program (Oct 2020 thru July 2021)

  4. creating a funding inventory for homeless-ness

  5. supporting creation of a public/private non-profit partnership to offer a motel emergency shelter for 4 mo in 2022 with food and case management support


We are now organizing for our next action-based Initiatives to guide our next Work Teams.  Areas of interest have included Emergency Shelter - to create a 24/7 Emergency Shelter with separate rooms, Affordable housing - to find ways to bring more affordable housing online in Davis and protect what we have, and Advocacy and Education about Homelessness
